Meeting Summary

October 2005

The P.O.W.E.R. Collaborative Network (PCN) October 2005 Meeting was very insightful to the $11 Billion LAX expansion program. We enjoyed two hosts, Donnicus Cook, Executive Director for Broad Spectrum Community Development Corporation, and the City of Inglewood, District 1 Councilman Curran Price.

Councilman Price reminded everyone of the importance for collaboration to enhance the delivery system for social services in and around the City of Inglewood.  Elnora Ragland was very kind to fill-in for Donnicus Cook who had business travel for the day, and gave PCN members a brief background on the thirty-five Volunteer Income Tax Assistance Centers managed by Broad Spectrum.

Joseph Rouzan is the Project Manager for the Los Angeles First Source Hiring and Job Training Program directing the $11 billion expansion project.  This is an eleven-year plan that includes numerous training and job placement opportunities targeted for low-income residents in and around the cities of Inglewood, Lennox, Lawndale, El Segundo, Hawthorne, and portions of Los Angeles.

The types of jobs include aviation-related such as airframe technicians and baggage handlers; airport-related such as concession and customer service; and construction jobs designed for pre-apprenticeship programs.  Mr. Rouzan shared his email and encouraged the PCN members to contact him to answer questions: JRouzan@cdd.lacity.org.  The training service Request for Proposal will have a new release date and for more information visit: http://www.lacity.org/CDD/homebidsrfp.html

Jan Vogel is the Chief Executive Officer for the South Bay Workforce Investment Board.  Mr. Vogel added to the presentation that the South Bay WIB is responsible for funding ‘I-TRAIN’ certified training programs in the South Bay through the Worksource Centers.  For more information, contact Mr. Vogel through his email at JVogel@SBWIB.org

Daniel Tabor, is a member of the LAX Coalition that is an oversight group for the LAX expansion project, particularly to ensure that low-income residents receive a fair share of the jobs and contracts awarded through this project.  Mr. Tabor is a long-time ctitzen’s rights advocate and former council member for the City of Inglewood.  Mr. Tabor served to enact the current Community Benefit Agreement that outlines specific goals that will enhance the inclusions of the targeted residents in the impacted areas.  Should you want more information, please contact Mr. Tabor at his email address: DTabor@laane.org
